Programs include: penrose house conference center, awards for excellence, julie penrose award, rocky mountain tax seminar, and nonprofit office assistance.

Leadership development programs to help the foundation develop nonprofit leadership capacity as well as a leadership pipeline, be more in touch with community leaders throughout the state, instill the value and privilege of being connected to community in service to others, and better evaluate our impact. Programs include: el pomar fellowship, penrose organizational and professional leadership experience (people), el pomar internship, and elevating leadership development program.

Community outreach and engagement programs to convene community members in support of a well-informed and connected community and to learn about, discuss, and tackle issues together. The foundation encourages those closest to local problems and issues to actively assist in targeting resources and programs. Programs include: regional partnerships, forum for civic advancement, and pikes peak heritage series.

Historical properties and land preservation in addition to penrose house, referenced in nonprofit effectiveness and recognition, the foundation also operates and preserves two other significant historical and educational properties (will rogers shrine of the sun and penrose heritage museum). Spencer and julie penrose built the properties during their lifetimes and left them as a perpetual legacy and connection to the penroses' history, as well as spaces to convene, reflect, and learn. In addition, the foundation preserves two unique open space properties in the region, as part of its larger value of protecting the natural assets of the pikes peak region.
