The roadmap's goals include forming an entrepreneurial hub; turning research into practice, developing bio-talent, promoting arizona's convergence of research, health care and commercialization to canada and mexico, and enhancing the state's collaborative gene reputation.

Civic leadershipthe flinn foundation supports and administers the arizona center for civic leadership (center), to enhance civic life in arizona through education, engagement, and leadership programs. A primary component of the center is the flinn-brown fellowship, which aims to develop future state-level leaders through non-partisan, objective seminars on policy issues. Civex is a monthly virtual public policy seminar series emphasizing learning and discussion.

Flinn scholarsin partnership with arizona's three public universities, the flinn foundation awards approximately 20 scholarships to arizona's top high-school seniors for up to eight semesters of study at one of these three public universities. The flinn scholarship benefits include full cost of tuition and fees, housing, meals, and study abroad.

Arts and culturethe flinn foundation is dedicated to improving the financial and creative health of arizona's arts-and-culture organizations. The initiative for financial and creative health, which is primarily a grantmaking program, aims to help arizona's largest arts-and-culture organizations strengthen their programmatic core - the products, services, connections, experiments and approaches that allow an institution to achieve its goals and carry out its mission at the highest level. The foundation also partners with the arizona commission on the arts and smu dataarts to help arizonans participate and experience the arts, and collect and share data.
