$6.4MAdult and youth development - financial opportunity center (foc) services that provide income supports, housing counseling, household budgeting, and assistance with improving credit scores and wealth building for 198 participants in 2024.utility assistance programs in a four-county region. Services include emergency winter heating assistance for households at risk of utility disconnects or with already disconnected service, or in need of fuel supplies; summer cooling aid to assist seniors and residents with chronic medical conditions; and utility payment plan options for low-income households for 4,913 households.housing and rental assistance services for homeless and at-risk individuals and families, including options for domestic violence survivors and veterans. Housing and rental assistance are provided in a seven-county region, and veteran-specific services are provided in a ten-county region for 652 households

$8.8MCommunity development - community development services that provide free and low-cost assistance to help rural communities address planning, infrastructure, and economic development needs. Glcap administers the great lakes rural community assistance program (rcap), providing services for communities in indiana, illinois, kentucky, michigan, ohio, west virginia, and wisconsin. Rcap field agents assist with project development and privde training for capacity building for small, rural communities. Glcap served more than 638 communities and trained over 2,685 participants in 2024.international programming that supports civil society and leadership development among participants, with a focus on programming primarily in central and eastern european countries.
Program 3
$6.0MHousing and energy - weatherization services that include home insulation, furnace repair or replacement, and other services to improve home energy usage and utility expenditures for low and moderate-income households in a seven-county region in northwest ohio. Glcap also offers home repair and rehabilitation services that provide plumbing, electrical, roofing, hvac, ada modifications and other necessary residential home repairs for income-eleigible households. The home repair program is operated in partnership with eight ohio countries and communities. 233 households were weatherized in 2024, along with more than 100 households receiving home repair services.

$1.8MSeniors - senior services for sandusky county residents ages 60 and over and their spouses, regardless of age. Services inlcude senior center programming at three country site locations; meals on wheels for homebound seniors; health and safety-related home repairs; and other services for over 883 seniors.
Program 5
$1.6MTrips program - public transporations through the transportation resources for independent persons in sandusky county (trips) program for sandusky county residents. Trips offers on-demand service for curb-to-curb transporation as well as shuttle service within the city of fremont, ohio. Trips provided more the 37,753 rides through on-demand and shuttle service transporation in 2024.
