Drive transformative, equitable policy change1. Roadmap home refresh process: as part of our broader effort to inform the development of state housing and homelessness policy, housing california engaged in deep planning for, and launched, a comprehensive year-long process to refresh the roadmap home with our cross-sector partners. By the end of the refresh process, we aim to (1) identify and create opportunities for partners to inform the direction of the roadmap refresh and create buy-in for our collective work, (2) assess progress made, identify new challenges that must be addressed, sharpen underdeveloped strategies, and align platform goals with partners. Specifically, this includes exploring tribal housing, tenant protections, homelessness, climate change, reimagining the role of the state, and repairing racial harm in the housing system; (3) develop a 2025-2030 "all in" policy agenda with 3-10 policies that require collective action and energize partners to get behind; and (4) align to the four pillars guiding shac's work. 2. Legislative and budget advocacy: housing california continued to provide critical leadership on housing and homelessness solutions in the state legislative process. In 2024, housing california: 3. Grew relationships with legislators and the governor's office so they view housing ca as a "go to" partner and bridge to the broader community.4. Sponsored four bills, supported 27 bills, and opposed nine bills which were advanced through direct, grassroots, and regulatory advocacy, email action alerts, targeted social media, earned media, an in-person advocacy day that brought together 40+ run leaders and 25 cross-sector partners to participate in 55 legislative meetings, and educational opportunities for partners, the general public, and legislators and their staff. The roadmap home coalition championed a package of 15 roadmap home aligned bills that were broadly supported by partners across the housing field. As a result of the collective advocacy, the governor signed two of housing california's sponsored bills into law. Ab 653, which was a major priority for run leaders, aims to help increase housing voucher utilization and ab 2430 eliminates duplicative local monitoring fees. The governor also signed 16 of housing california's supported bills into law. 5. Housing california, roadmap partners, and other advocates endorsed a coordinated budget blueprint that supported increasing and requiring ongoing state funding for housing affordability and homelessness programs. Housing california co-led this powerful cross-sector budget coalition that helped partners work together in collaborative, impactful ways by growing collective impact and aligning around a shared set of priorities. As a result, despite a $60b budget deficit, the coalition was able to secure $1 billion for the homeless housing, assistance and prevention program and preserve crucial funding for affordable housing.6. Administrative advocacy: housing california continued to engage in administrative advocacy to ensure equitable implementation of state policy. In 2024, housing california submitted public comment on draft guidelines and regulations for the homekey+ program, hcd super nofa, california tax credit allocation committee (tcac), california debt limit allocation committee (cdlac), and on the department of health care services' bhsa housing interventions and transitional rent programs. Housing california's administrative advocacy helped produce key improvements to the homekey+ program over past rounds of homekey, including a higher state match for operating subsidies and a higher maximum per-unit state subsidy to better support gap financing projects.7. Electoral advocacy: working in partnership with assembly wicks and partners in the affordable housing community, housing california worked to shape and champion a $10 billion housing bond. While it was ultimately unable to pass in the legislature in 2024, housing california and our partners laid a strong foundation for the work to continue in 2025.8. Federal advocacy: although not our primary area of focus, housing california supported the federal policy agenda of national partners, the national low income housing coalition and the national alliance to end homelessness to ensure that the needs of low income californians were heard during federal policymaking processes.
