Programs & Activities

Program 1

$46K

Air Monitoring: Development of high-resolution array of sensors in the Coastal Bend able to detect and quantify emissions. This work will help establish a regional baseline and put in place ongoing monitoring to protect Coastal Bend communities as rapid industrialization continues. Collect analyze and synthesize data obtained through various monitors that will give understanding of the pollutant emission patterns throughout the Coastal Bend. The information gathered added to a database showing industrial contribution to atmospheric methane H2S carbon dioxide concentrations and produce evidence about the relative contributions of air pollutants by different Coastal Bend industries to support permitting and enforcement challenges by being able to pinpoint and quantify the volume and source of emissions.

Program 2

$43K

Enbridge Pier Expansion: MODA construction of massive oil storage and export facilities has led to increased air noise and light pollution for Ingleside on the Bay IOB and surrounding areas. Enbridge has expanded into the west basin that threatens to destroy critical ecosystems and places a docking facility dangerously close to residential homes. This expansion also raises the risk of oil spills and other disasters in Corpus Christi Bay. Fighting Enbridge pier expansion project would prevent a doubling of oil exports reducing both environmental and humanitarian risks. Funds obtained are utilized to maintain legal support in efforts to stop expansion.

Program 3

$42K

Desal CC: Legal fees to represent the organization in a TCEQ Contested Case Hearing contesting the Port of Corpus Christi application to withdraw millions of gallons of seawater from Corpus Christi Bay which fronts the City of Ingleside on the Bay for the purpose of desalination.

Program 4

$39K

Ammonia: Assist in challenging permit requests related to the proposed "Ingleside Clean Ammonia Partnership" plant and associated carbon capture infrastructure including CO2 pipelines as well as other harmful industrial developments that continue to expand near Ingleside and Ingleside on the Bay. Consultant will review background and historical materials about impacts from industrial developments in the area; identify actions and strategies to equip IOBCWA with increased leverage; provide general technical guidance on regulatory issues field assessments optical gas imaging and technical matters; develop strategies to improve regulatory complaint responses and interactions; provide written and oral communications related to IOBCWA technical matters involving state and federal regulators media non-profit organizations and related parties; effectively construct and submit technical comments and public information requests; and participate in public meetings contested case hearings and relevant communication settings.

Program 5

$30K

Changing Horizons: Multi-faceted campaign to challenge the expansion of oil export terminals across the Coastal Bend region of Texas. IOBCWA has emerged as a central leader in opposing major fossil fuel infrastructure projects working in coalition with grassroots organizations the Environmental Integrity Project EIP Indigenous groups and legal advocates to organize public resistance and pursue regulatory and legal strategies. The targeted facilities include Enbridge Ingleside Energy Center EIEC Flint Hills Resources and the Port of Corpus Christis ship channel dredging initiative.

Program 6

$21K

Live Oak CAN: This project aims to preserve and restore live oakred bay woodlands within the Coastal Bend Bays and Estuaries Program CBBEP area by mapping existing habitats identifying currently protected areas and locating potential sites for conservation and restoration. Using existing datasets from Texas Parks and Wildlife TPWD and soil maps from the Natural Resource Conservation Service the project will assess suitable areas based on soil type and ecological characteristics. Ground-truthing will be required to confirm findings. A stakeholder group will be formed to establish site selection criteria and guide project implementation strategies.

Program 7

$8K

AP Air Monitor: This project proposes the deployment of an air monitor to collect analyze and obtain localized air quality data to support community efforts in challenging industrial permits and expansions. The data gathered will provide scientifically grounded evidence of existing air pollution levels helping to identify potential violations or risks associated with proposed developments. This information can be used in public comments regulatory filings and legal actions to hold polluters accountable and strengthen the case against harmful industrial growth in the region.
