Nc pre-k and dss subsidydss subsidy-financial assistance will be paid on a direct per child basis for subsidy for families eligible for temporary assistance for needy families (tanf) or the child care and development fund (ccdf). This activity will be implemented through the state-level subsidy contract and will be governed by a memorandum of understanding between the local partnership and the local purchasing agency (lpa). Fy 23-24 accomplishments / statistical data:1) number of children served with smart start funded child care subsidy - 71nc pre-kindergarten-financial assistance will be paid on a direct per child basis for the purpose of enhancing the nc pre-k rate for children enrolled in and being served through nc pre-k and whose families are eligible for temporary assistance for needy families (tanf) or the child care and development fund (ccdf). Does not include wrap-around care. Data will be reported as directed by dcdee. Enhancements are available for nc pre-k sites that are public school sites, private sites, head start/early head start sites. Enhancements are not pro-rated for partial attendance months. Fy 23-24 accomplishments / statistical data:1) 9 classrooms were supported with supplemental funding2) 135 at-risk children served

Health & safety programs consisted of the child care health consultant. The program follows the north carolina cchc service model for implementation of the activity by providing the following services to child care facilities, staff, and other s as needed. Services that are provided using the smart start dollars in this activity include: (1) technical assistance:technical assistance (in the form of coaching and modeling) provided to early childhood educators working in licensed and/or g.s. 110 child care facilities serving children birth to five years old. The technical assistance will be focused on improving the capacity of providers to identify and promote healthy and safe enviroments for children in child care settings. 2) training for child care providers:training for dcdee credit hours provided on health and safety education related topics and coordination of ceu opportunities. The nc child care healthy and safety assessment and encounder tool will be used to conduct classroom-based assessments to develop a quality improvement plan, informing technical and training. Documentation is maintained for all technical assistance and training. The child care health consultant (cchc) is a registered nurse with a degree in nursing or a health professional with a minimium of a bachelor's degree in health education or a health related field. The health professional is or will become a qualified cchc in north carolina through the completion of the nc child care health consultant training course and receipt of a certificate of qualification.fy 23-24 accomplisments/statistical data: 1) 22 direct teaching staff attended a non-credit based training or workshop; 2) 2 licensed child care facilities had at least one staff person participating.

Family support:includes raising a reader and tree of hope.raising a reader-a raising a reader (rar) community coordinator will implement a raising a reader, a program that promotes improved literacy development through daily book sharing between caregivers and young children. The rar coordinator will hold a bachelor's degree in early childhood education or related human services field and is required to attend the rar national coordinator training prior to initial implementation. Coordinators will host two trainings for the site implementers that have been identified to participate in this project. Identified families will be loaned a book bag containing high quality developmentally appropriate children's books. The books will be exchanged each week. Parents of the children in the projest will be invited to participate in at least two parent workshops where they will learn book sharing strategies. At least one library event will be provided for rar participants and their families. Participants and their families will be provided with library information, library card application, and other community literacy resources. The program will be implemented with model fidelity as described above. Child care centers, child care homes, or other community sites with a high percentage of low income children will be targeted. Smart start funds may also be used for books for the children, child care for participants, and/or incentives for eligible participants.fy 23-24 accomplishments/statistical data:1)-233 children participanting2)9 child care centers participating tree of hope provided gifts for needy children in montgomery couny. 389 children impacted,
