Fvpsasa (family violence prevention and services act sexual assault, american rescue plan act, department of health & human services) - supporting and expanding sexual assault services during covid. (family violence prevention and services act) this program support to all ohio rape crisis centers for covid supplies and self care. In addition it provided temporary housing via hotel stays for survivors and employee benefits for retention purposes.this was the first time in history that sexual assault programs received fvpsasa funding through the american rescue plan act (arpa) via the u.s. Department of health & human services. The funding recognized that survivors of sexual violence were significantly impacted during the covid-19 pandemic, particularly with housing instability and access to safe, essential services. Oaesv used these funds to provide training and technical assistance to local rape crisis centers, supply programs with technology and equipment to maintain virtual and hybrid service delivery, and offer mental health and wellness stipends to retain staff during a period of high stress. Funds also supported the purchase of covid-19 safety supplies, temporary housing for survivors through hotel stays, and employee benefit assistance to help programs sustain services during the pandemic. Total fvpsasa expenditures: $302,608.

Oaesv offers specialized training programs designed to strengthen ohio's response to sexual violence, focusing on trauma-informed care, legal advocacy, crisis intervention, and services tailored to meet the needs of diverse communities. In addition to training, oaesv provides technical assistance to member programs and partners, offering guidance on policy implementation, program management, and compliance with state and federal regulations, ensuring a consistent, effective, and survivor-centered service framework across ohio. While primarily focused on programmatic services, certain funds also support essential operational needsunless specifically restrictedsuch as maintaining office infrastructure, technology systems, administrative support, and other critical resources. Unlike many federal grants that limit indirect costs, the state rape crisis fund allows for the allocation of resources toward critical operational expenses, including facilities management, utilities, office supplies, technology, and administrative salaries. This flexibility supports organizational stability and allows program staff to devote more time to direct services and advocacy. The state rape crisis fund is oaesv's largest programmatic funding source, supporting core initiatives and providing stability to scale training and technical assistance efforts. By covering both direct and indirect costs, this funding ensures oaesv maintains a strong infrastructure to serve survivors across ohio and support the professionals who assist them. This state funding represents an ongoing commitment to addressing sexual violence comprehensively and supports oaesv's mission to build safer, more informed, and compassionate communities.the state rape crisis fund is a governor's line item allocation in ohio's budget. As the federally recognized statewide sexual assault coalition and the designated training and technical assistance provider, oaesv receives by statute 10% of the biannual allotment. These funds are used to deliver comprehensive training and technical assistance to rape crisis centers, healthcare providers, community-based organizations, and allied service providers across the state, strengthening the capacity and consistency of services for survivors of sexual violence. The fund also supports scholarships for professionals to attend state and national conferences, enhancing skills and knowledge through high-quality professional development. Additionally, resources help sustain oaesv's organizational infrastructure, covering essential operational and indirect costs such as technology, facilities, administrative support, and utilities, ensuring uninterrupted service to ohio's rape crisis network. Total state rape crisis fund expenditures: $1,951,034.
