The economist impact - the united states out of the shadows index. This index evaluates state-level efforts to prevent, respond to, and ultimately eradicate child sexual abuse and exploitation. This year's report reviews 28 states - covering 70 percent of the u.s. Population - and builds on the findings of our 2022 pilot study, which assessed 12 states. To create the index, 170 metrics were aggregated into 21 indicators and four domains; investments in prevention capacity building; state legal protections and criminal provisions, the adequacy of support services; and the delivery of survivor-centered justice processes, against which each state was evaluated. It is our hope that the u.s. Out of the shadows index will serve as a roadmap for change - informing policy reform, galvanizing action, and driving accountability at every level.
