For the purpose of promoting unit of action in all matters affecting the mutual interests of government civilian employees in general all other persons providing their personal service indirectly to the United States Government and for the improvement of government service.

To keep abreast of current and annual changes to Union & Agency employees contract agreement policies and procedures. In turn this knowledge is shared used to advocate mediate and provide stewardship representation to both non-managerial union and non-union members when there is a dispute with the agency.
