The purpose of the plan was to provide various medical, life and disability insurance benefits to participating federation members as an enhancement to collectively bargained benefits. The plan transferred ownership of certain benefit programs to another provider. Any income from these transferred programs as well as income from programs retained by the plan is revenue to the plan which is used to further member benefit programs.
