Influence: this department provides state and local human service agencies with expertise in child welfare, child care, temporary assistance for needy families ("tanf"), supplemental nutrition assistance program ("snap"), performance management and program information, as well as policy analysis and federal government advocacy. It also originates grant funding from philanthropic organizations and federal agencies as well as completing the objectives outlined in grant agreements.

Neice: the national electronic interstate compact enterprise (neice) is a national electronic system for quickly and securely exchanging the data and documents required by the interstate compact on the placement of children (icpc) to place children across state lines.

Build: this department provides consulting services and technical assistance to state, local, and community based organizations that oversee and or operate human services programs.

Icpc: this function serves as the secretariat for the interstate compact on the placement of childeren which is a statutory agreement between all 50 states, district of columbia and the us virgin islands.
