To aid and assist the area regions of lawrence, randolph, and clay counties in developing programs under and pursuant to the economic opportunity act of the 1964 congress and to assist in the procurement, organization, coordination, and supervision of projects of any and all causes or kinds which may become avaliable to any part or all of such regions or area.
