California Urban Partnership

The CUP continued to lead as a co-founding member of the City of Sacramento's Racial Equity Alliance. In partnership with the Alliance, CUP facilitated discussions with city residents, including BIPOC, systems-impacted individuals, academics, youth, and entrepreneurs, to address racial equity issues in Sacramento. CUP also led conversations between the Mayor/City Council and residents harmed by racialized cannabis enforcement. This effort resulted in our proposal for a web-based dashboard to track the City's progress in implementing cannabis equity policies, including tax revenue allocation, economic reinvestment grants, youth prevention/interventions, criminal justice reform and more.

The CUP joined the Leadership Council of the Sacramento region's Community Economic Resilience Fund (CERF) initiative, known as California Jobs First. CUP contributed significantly to developing the CERF's Equity Framework for Sacramento, ensuring the inclusion of investment needs for disproportionately disinvested communities, particularly Drug War Survivors. Our work informed implementation of local/state funding strategy; creating a focus on non-cannabis business opportunities for Drug War Survivors, along with promoting community health and tackling climate change. The CUP fought to empower BIPOC communities with access to resources, relationships, and capital, particularly from CERF's $5 million economic planning pool and $9 million Catalyst Fund.
