The corporation is organized and shall be operated exclusively for charitable, religious, educational, scientific and literary uses and purposes within the meaning of those terms as used in sections 170(c)(2)(b) and 501(c)(3) of the internal revenue code. In furtherance of its charitable and philanthropic purposes, the corporation may, among other things, develop and fund a facility and/or programming to provide resources and training to improve the effectiveness of the police in the region provide education, collaborative youth programs, and other opportunities to strengthen the bond between the police and the community, and/or promote safer neighborhoods and highly skilled and equipped police.
