To provide a vehicle for social, economic, educational, and cultural development, the lessening of neighborhood tensions, and to combat community deterioration, racism, poverty, and prejudice through community development activities, which shall include, but are not limited to, eliminating conditions of blight and the planning and development of nutrition and educational outreach programs.
