Mission
CONFERS is the independent not-for-profit global trade association developing recommendations for industry-led voluntary consensus standards and guiding international policies for satellite servicing that contribute to a sustainable safe and diverse space economy. CONFERS is open to membership by industry academic research institutions governments and nonprofit and not-for- profit organizations and individuals who are interested in furthering the commercial satellite servicing industry.

The Power and Data Interfaces Task Force completed its work developing recommendations for standards and submitted its work paper to SDO the American Institute of Aeronautics and Astronautics AIAA. The Technical Committee formed three new task forces to address active debris remediation; AI and autonomy for in-space servicing assembly and manufacturing ISAM; and Rendezvous and Proximity Operations RPO safety. Retired the On-Orbit Satellite Communications Task Force as most of its work was policy related and now defer to the Policy Committee when necessary. Approved updates to the CONFERS Lexicon resolving open issues and adopting terms from newly approved standards.
0Policy Committee activities: In April 2024 responded to three rulemakings related to ISAM innovation FCC fee schedules and satellite disposal and debris mitigation: FCCs NPRM Space Innovation: Facilitating Capabilities for In-Space Servicing Assembly and Manufacturing FCCs NPRM FCC Assessment and Collection of Space and Earth Station Regulatory Fees for Fiscal Year 2024 Review of the Commissions Assessment and Collection of Regulatory Fees for Fiscal Year 2024 NOAAs Commercial Remote Sensing and Regulatory Affairs CRSRA Request for Information on Private Remote Sensing Satellite Disposal and Debris Mitigation. In December 2024 responded to two rulemakings for export control reforms on ISAM technologies and exports to allies and partners: U.S. Dept. of States NPRM International Traffic in Arms Regulations: U.S. Munitions List Categories IV and XV U.S. Dept. of Commerces NPRM Export Administration Regulations: Revisions to Space-Related Export Controls Including Addition of License Exception Commercial Space Activities CSA.
