Mission
Connecting for Better Health brings together consumer groups, health care providers, health plans, and technology partners dedicated to advancing statewide health data exchange in California. The team members meet regularly as a coalition to hear from guest speakers, discuss recent regulations and policy guidance, share new research, and develop policy recommendations related to health data exchange. The team members also organize panels, highlight patient and provider stories, and develop educational materials to inform policy makers and our members about the current health data exchange landscape and demonstrate urgency for action.

Education & Implementation Resources Published the Data Exchange Framework Implementation Toolkit and complementary fact sheets and policy blogs; provided practical guidance on closed-loop referrals, event notifications, Enhanced Care Management (ECM) workflows, and related data-sharing use cases. Materials and sessions were made publicly available to support timely, secure, and compliant implementation across sectors.
Policy & Advocacy Advanced sound state policy by submitting targeted comment letters (e.g., AB 352, AB 957, AB 1016) and presenting lessons learned at statewide and national convenings (e.g., Civitas Networks for Health). Convened stakeholders and amplified best practices to improve governance, accountability, and adoption of Californias Data Exchange Framework.
