To provide for and to supervise youthful citizens in a full array of meaningful and uplifting educational and character building activities, to combat juvenile delinquency and combat deterioration of character. To provide education programs for the instruction and training of youths for improving capabilities.

To impress upon the youthful participants in the programs described above, the benefits of fellowship with other youths and the accomplishments - both individual and group - which can be realized by joining together in a common effort with focused individual and group goals.
