Mission
The ddaa is a membership organization that works to strengthen local units of government through their membership and participation in development districts, enhance the role of development districts as a mechanism for cooperatively seeking solutions to common problems, and to promote the extension, development, and fullest utilization of the multijurisdictional, umbrella sub-state district role in the federal-state-local partnership.

Technical assistance - ddaa delivers technical assistance and research support to members with support from the appalachian regional commission on projects including "building a recovery-to-work ecosystem and the "community capacity-building pilot program".
Membership dues - ddaa's membership dues support local development districts through a peer-to-peer program supporting travel to peers in appalachia, a monthly newsletter, training, and the annual conference.
Training and education - ddaa offers trainings on topics including human resources, data visualization, grant writing, and workforce development.
