To coordinate the activities of the digital music services relating to the mechanical license provided under section 115 of the united states copyright act, including through the specific authorities and functions identified in the statute.

The dlc has and will continue to effectuate the goals of the music modernization act to provide licensing efficiency and transparency, and ensure that the new blanket licensing system is, and remains, fair and workable for the digital music industry - both digital music providers and copyright owners.
The dlc has and will continue to engage in educational and outreach efforts for licensees and copyright owners by publicizing the existence of the mechanical licensing collective and educating digital music services and copyright owners about the blanket license.
