To govern a special improvement district.to encourage and particpate in programs that will maintain, improve and build the district as a viable mixed-use business, cultural, residential and recreational community.to assist the city of newark and other agencies and groups in providing programming which will preserve the economic well-being and opportunites in the downtown newark area of the city of newark.
