To establish and operate a Community Development Entity (CDE) that will provide loans to small and mid-sized growing business in the central downtown core area of the City of Stockton California. This area is considered economically depressed. By working to help fund small and mid-size businesses and to encourage such businesses to remain in the area the entity strives to minimize blight and provide employment opportunities to residents in and near Downtown Stockton.
