Mission
The mission of the el paso collaborative is to facilitate affordable housing and small business and economic development in el paso and contiguous counties. The collaborative implements its mission by providing loan products and development services.

Affordable rental program sixteen of the organization's rental homes transferred are part of the neighborhood stabilization program-2 ("nsp-2"), which is a federal program administered by the u.s. Department of housing and urban development ("hud"). The houses are subject to covenants in favor of hud, which require the homes to be offered for rent to low, moderate-and median-income families at rental rates not to exceed the high-home rent limits published by hud. During the fiscal year 2024, epc transferred the ownership interest of its rental homes to project vida, an affiliated exempt organization. Epc continues to administer the program.
