The mission of ecc is to promote affordable energy service for low- and fixed-income minnesotans through advocacy and direct weatherization and bill assistance services.

Through the xcel energy gas affordability program (gap) and poweron program, ecc administers bill payment assistance for low- and fixed-income xcel customers. These programs keep participants' energy bills under 3% of their annual income and assist them in paying off past due balances.
