To develop, operate, repair, administer, maintain, and replace a water supply, distribution, and fire protection system that can distribute, supply and deliver water for domestic, municipal and irrigation, and fire protection uses, to the members of the corporation at cost, or to the state or any agency or department thereof, or to any school district or to any other mutual water corporation at cost.
