Referrals through the Children Developmental Services Agency (CDSA), FIRSTwnc bills Medicaid for Community Based Rehabilitative Services (CBRS) provded by contract employees with expertise in developmental disabilities, autism, and social emotional strategies for children age birth to three. Specialized Consultation Services offer expert training and technical assistance from licensed professionals in areas like psychology, behavior intervention, speech therapy, therapeutic recreation, assistive technology, and more. These services equip family members, support staff, and caregivers to better support individuals with intellectual and developmental disabilities. Professionals train caregivers to implement therapeutic interventions aligned with the Individual Support Plan.

Supported Living Services assists individuals with Intellectual Disabilities in their own life, in a home they chose with activities they chose. For the first time, these young adults are able to live a life of self determination. In the satisfaction survey of persons supported for over a year, the rights valued the most included freedom and the right to chose who they work with. Abilities FIRST is a coaching program designed to assist persons with intellectual or developmental disabilities (IDD) create a micro-enterprise or self-employement opportunity. Microenterprises are merging as an employment option for people with IDD, including those with teh highest support needs. While some micro-enterprises have been created for people with disabilities, they are usually limited to those with parents or caregivers who have the business idea, the ability to support the idea financially, and the flexibility to do the day-to-day tasks. In total, 1034 persons and their familes were served through all programs.
