Facil facilitates collaboration among member cils and stakeholders resulting in a unified voice advocating for equal rights for people with disabilities. In addition facil provides a range of services for the member centers for independent living including but not limited to trainings, meeting coordination, and grant writing.

The youth leadership forum (ylf) is a leadership-training program for high school students with disabilities. Participants learn how to increase their leadership abilities, explore careers in various disciplines and cultivate citizenship, advocacy and social skills.
Membership: membership dues provide income to support the education and advocacy activities of the association.
