The organization is a licensee of nine noncommercial/educational FM radio stations. It operates the stations to serve the public with over-the-air noncommercial/educational programming in the spirit of Congress' Public Radio Act of 1967.

The organization is regulated by the FCC via a license renewal process to insure that it provides programming in the public interest, convenience and necessity. An example of that meets these accomplishments include: German language and German music weekly, including news from Germany intended for German Americans in the community. A similar Polish cultural program completes the 90 minute weekly broadcast that is in it's 32nd year. Hosts are retired volunteers.
