Rural development energy efficiency program: assist rural and small community water and wastewater utility systems in evaluating their energy needs, consumption and costs; recommending measures to reduce energy consumption; and identifying potential funding sources for improvements.

Rural development wastewater technical assistance program: assisted and provided technical training and consulting to usda/rus funded wastewater systems and potentially funded usda/rus eligible systems.

Training and technical assistance program: assisted in developing and providing training and onsite assistance programs on a national basis to rural and small public water supply systems.
