To engage in community development activities (which may include housing and economic development activities) that are intended to lead to an improvement of the physical, economic or social environment of franklin county, florida by addressing one or more of the critical problems of the area with attention to the needs of persons with very low, low, and moderate income. These activities shall be undertaken primarily, but not exclusively, in the corporation's geographic area of operation. To lessen the burdens of government, lessen neighborhood tensions, eliminate prejudice, eliminate discrimination, and combat community deterioration. To aid, support, and assist by gifts, contributions, or otherwise, other corporations, community chests, funds and foundations organized and operated exclusively for charitable, educational or scientific purposes, no part of the net earnings of which inures to the benefit of any private shareholder or individual, and no substantial part of the activities
