To purchase & maintian a building for freeport/stephenson county visitors center, which building shall be open to the public. To educate the public with respect to, & promote, the city of freeport & stephenson county as a location for recreation, tourism, commercial & industrial interest, & residential & retirement opportunities in order to assist in the continuing economic & social improvement of the city & county.
