The BIPP program exists to serve as court appointed counseling services for abuse offenders. This program is operated separately from the shelter program and supports the overall mission of the Organization of ending domestic violence in the Rio Grande Valley by educating offenders in hopes of eliminating a repeated offense. The program is supported by a BIPP grant and court appointed fees expenditures inclue counseling fees and lease for office space.
