To provide a facility for midland citizens primarily on the south side for quality of life improvement and to provide educational opportunities. Center has no restrictions as to race or religion and demands proper deportment while using the programs.

After school program provides assistance to students needing help in attaining grade level classification. Reading, math, and computer use is taught by a tutor with volunteer assistance supervised by center personnel.
