Serves as an agent to coordinate county programs in the best interest of the people of the state of hawaii through the cooperation of the legislative bodies of the several counties of the state. The counties of the state of hawaii convene to create more practical and efficient county legislation, administration and procedures in order to consolidate and standardize priorities across the state.
