Headwaters supports students and teachers in rappahannock county public schools with enriching programs and opportunities to succeed.

Scholarships and grants awarded to rappahannock county students and educators
Other programs include the starfish mentoring program which provides mentoring support for rappahannock children and the read program which provides on-site tutoring to grade school students with a primary focus on reading. Funds also provide grants and scholarships to county students and educators.
