Funding is provided by department of transportation for section 5311 transportation programs awarded to various county governments in the agency's service territory. The agency is the third party operator for four county governments providing fare-based demand response rural public transportation to any resident of the county.

Agency provides emergency food and shelter program to the residents of the nine counties in its service territory. Funding is provided by united way and churches. Emergency assistance takes on many forms depending on the nature of the problem. In most cases, it involves the need for food, clothing, prescriptions, shelter assistance.
