To give support and assistance to the department of local and state government by which indianapolis safety force members are employed and to such members by financial and other assistance to enhance their ability to provide public service of the highest caliber and to enhance the morale and the education and general welfare of such members and their families.

To make distribution to institutions, trusts, funds, foundations and corporation engaged in charitable and/ or educational pursuits for one or more of the purposes specified in sub-paragraphs 2.02(b), 2.02(c) and 2.02(d).
