The Institute for American Policing Reform IAPR is developing the framework for contextually competent community-engaged policing reform through an evidence-based police and community-affirmed approach to change. We focus on compassion are mindful of history are sensitive to the challenges of policing service and are sensitive to racial ethnic identity and cultural diversities of communities. We engage police and community leaders in discovering the most promising practices leading to policing reform.

Police Education and Training. Peace officers must adhere to the highest ethical standards receive broad community-oriented education and undergo diverse training regimens. Policing standards education and training must promote instinctive peer-to-peer accountability and absolute regard for human dignity laws and policies.
