As part of the brown county housing authority's housing choice voucher (hcv) program, integrated community solutions (ics) administered the family self-sufficiency program. This is a goal-based, employment-focused program that helps participants meet educational and professional goals, which encourages them to move toward self-sufficiency and the eventual goal of no longer needing publicly funded assistance. Throughout 2024, the program supported an average of 68 participants per month, with 4 graduating from the program for meeting their established goals. These graduates took with them a savings account that was held by ics during their participation and grew monthly as participants increased their earned income. The homeownership program - another program within the larger housing choice voucher program - supported an average of 39 participants each month who were able to purchase their own home and receive mortgage assistance from the program.

Integrated community solutions, inc. (ics) administers the wisconsin housing and economic development authority (wheda) housing choice voucher (hcv) program. Ics administers 1,564 wheda vouchers in 55 counties across wisconsin. Ics holds contracts for 27 of those counties, and due to the ability for clients to utilize wheda vouchers anywhere in the state, ics has clients with hcv, emergency housing voucher (ehv), and veterans affairs supportive housing (vash) vouchers in 28 additional counties. The contracted areas include adams, brown, burnett, calumet, chilton project based, columbia, dane, eau claire, florence, forest, hartford project based properties, iowa, iron, iron mountain vash, jefferson, kewaunee, langlade, manitowoc, tomah vash, oconto, oneida, ozaukee, price, racine, rusk, sauk, sheboygan, taylor, vilas, washburn, and washington.
