Promote neighborhood swim teams through a formal, ongoing organization, to promote the type of competition that has as its primary goal, the safe teaching of swimming, the improvement of each swimmer's self esteem and to promote fair play and enrich relationships between local neighborhoods.

By the end of the season virtually every one of the approximately 2000+ individual swimmers realized significant time improvements in each of the four swim strokes as compared to the beginning of the season. This emphasis on improved time over winning increased each swimmer's self-esteem.
