The trust is created and will be maintained to provide employee health and welfare benefits for participants, in whole or in part, through one or more insurance contracts, to pay such reasonable administrative expenses as the plan trustees determine to be necessary for the establishment and operation of plan and trust, and to protect and conserve the trust assets for the benefit of the participants.
