The corporation is organized exclusively for charitable, educational, religious or scientific purposes within section 501(c)(3) of the internal revenue code. It shall have the primary purpose of cooperating and contracting with federal government, state governments, local governments, state or local political subdivisions, and/or other nonprofit corporation for the purpose of designing, funding, construction, repairing, operating and/or maintaining any publicly owned or operated improvement providing rail, bicycle, pedestrian and/or multimodal connectivity to or from the missouri river, or any combination of the foregoing.
