Moldova:keystone moldova is a nongovernmental private institution, founded by keystone human services international, with a strong history of promoting human and disability rights and establishing community-based systems of social care services throughout the republic of moldova. Partnering with national and local governments and advocates, keystone moldova works to support the reform the social protection system and develop sustainable community-based services so people with disability can leave the institutions and live valued lives in the community. Taking a rights-based approach, keystone moldova promotes inclusion, builds sustainable community-based support systems, and advocates alongside people with disability. Through partnership with donors including the european commission, im swedish development partner, soros foundation moldova, the alliance of active ngos in the field of child and family social protection (apscf), catholic relief services/usaid, and the austrian development agency, among others, keystone moldova supports: (i) the deinstitutionalization and development of community-based services for people with disability, children with educational support needs, and those at risk; (ii) the development of community-based alternative social care services, such as family support services, foster care, mobile teams, shared living, respite care, and supported living, (iii) the development of legal frameworks to ensure the sustainability of reforms in social protection and social assistance of people with disability; (iv) activities to prevent and end discrimination. Keystone moldova also runs a national disability hotline service through a contract with government which offers information, psychological counseling, care coordination assistance, and service referrals. Keystone moldova has also provided support to ukraine refugees, particularly refugees with disabilities and their families since the war began in february 2022. In partnership with donors including mercy corps, care international, unicef, easpd, aar japan, foundation de france, and the swiss cooperation office, keystone moldova has developed and provided needed interventions for refugees with disabilities, their families, as well as moldovan host families who opened their homes and stretched resources to welcome and accommodate people from ukraine. Keystone moldova is leading the united nations high commission for refugees disability task force to ensure people with disability are included in policies related to emergency situations and lends its expertise in inclusive practice as moldova builds inclusive infrastructure and social services that account for the needs of both refugees with disabilities and moldovans who have been affected by the war.

Keystone human services international (khsi) headquarters:khs international (khsi) designs and implements culturally relevant community-based services and service systems that promote full inclusion and culturally valued roles. Headquartered in harrisburg, pennsylvania, united states, khsi provides the infrastructure from a programmatic and administrative standpoint to support professionals in the field of human services in the us, india, and the republic of moldova. Khsi is the founder of and provides managerial oversight for keystone moldova, a nongovernmental organization (ngo) with offices in chisinau, as well as khsi lo india, a liaison office in india with offices in new delhi. These country offices file required regulatory financial reports, maintain bank accounts, and conduct general business affairs. Keystone moldova and khsi lo india receive funding through grants which are pursued both independently and in partnership with khsi, depending on eligibility requirements and alignment. Khsi provides training, consultation, and technical assistance on developing, implementing, and demonstrating the effectiveness of new community-based services models. This work is conducted in partnership with governmental agencies, human services professionals, self-advocates, and other civil society leaders. Khsi's work is particularly focused on ending the institutionalization of people with disability, establishing sustainable community-based supports, and incorporating best practices in policy and legislative frameworks. Khsi is part of an interconnected global network of advocates working to build a world where everyone is welcomed.
