The Local Energy Alliance Program (LEAP) is a leading provider of weatherization services to both market-rate and low-income residents throughout the state of Virginia. With its weatherization program, LEAP serves hundreds of households a year with energy audits and the direct installation of energy-saving measures. For low-income households, LEAP implements multiple and complex utility programs that provide assistance including Dominion's Energy Share and Health and Safety programs. These programs are delivered to low-income residents living in mobile homes, multifamily, single-family attached, and single-family detached homes. Client outreach and coordination are essential to serving the hundreds of clients' LEAP services annually with weatherization services.
LEAP's Low-Income Solar Program focuses on increasing solar access for income-qualified households who might otherwise be unable to afford it. Through this pilot program, funded by Dominion Energy, LEAP coordinates fully subsidized solar installations, ensuring that low-income families can benefit from renewable energy without facing financial barriers. The program includes comprehensive support, from eligibility screening and homeowner education to contractor coordination and installation. It aims to advance energy equity by reducing utility burdens and improving energy resilience in underserved communities.
