To promote empowerment through education, information and rallying behind issues that directly impact the daily lives of persons with disabilities. Licil effectively serves people of all ages and across all disability experiences, whether lifelong or acquired.

Veteran directed care program: providing personal care assistance services to veterans who qualify for assistance though the veterans health administration (vha).
Membership program: providing information consulting, referrals, workshops, and distribution of info regarding community resources and adaptive equipment. Also providing workshops for information and instructions regarding the emotional and physical problems faced by the disabled.
