To provide public safety mutual aid to member police departments. Said mutual aid may arise from but not be limited to enemy action, natural disasters, fires, floods, storms, earthquakes, landslides, aircraft accidents, search and rescue operations, riots, mob action, civil unrest, and other unusual occurrences that require police intervention beyond the capabilities of a single member agency.
