Mission

MHQP's mission is to improve the quality and equity of patient care experiences in Massachusetts through data-driven insights and collaboration. As an independent voice for healthcare quality and an advocate for the importance of listening to patients, we provide unbiased data and trusted insights that provides deep understanding of patient and provider experiences, equipping healthcare organizations with the data and knowledge needed to improve performance. We share our findings with decision-makers to inform policy and drive system-level change, and we bring stakeholders together to break down silos and foster collaboration across healthcare institutions.

Statewide Survey of Patients Experiences with Primary Care:MHQP conducts an annual statewide primary care patient experience survey for commercially insured patients in Massachusetts. MHQP's survey results are used by clinicians and health plans to drive improvements in patients' experiences of care and are also publicly reported at www.healthcarecompassma.org. In response to racial and ethnic disparities revealed in the survey, MHQP launched the "Measured Equity" initiative, enabling participating organizations to better identify the factors driving disparities and develop targeted strategies to address them.

Expenses: $870K

Statewide Quality Measurement:MHQP collects and aggregates clinical quality data and performance measures to advance healthcare quality measurement in Massachusetts and to support health plans, clinicians, state regulatory agencies, and academic researchers. These publicly reported measures promote transparency in healthcare, including practice-level reporting of clinical quality (such as CQ-HEDIS scores) for the Center for Health Information and Analysis. MHQP also annually validates the Massachusetts Provider Directory (MPD), which offers a comprehensive, location-based overview of primary care and specialty providers statewide, mapping them to their respective practice sites, medical groups, and networks.

Expenses: $163K

1) Primary Care Dashboard: In partnership with the Massachusetts Center for Health Information and Analysis (CHIA), MHQP created the state's first Primary Care Dashboard to monitor the health of primary care to inform policymakers about the ongoing challenges facing primary care.2) Annual Preventive Care Guidelines: MHQP updates three sets of evidence-based guidelines for adult and pediatric primary care and perinatal care, used by payers and providers throughout Massachusetts, developed in collaboration with clinical experts.3) Inequities in Pain Care PCORI Awards: MHQP has convened three multi-stakeholder meetings, funded by the Patient-Centered Outcomes Research Institute (PCORI), to address inequities in pain care, particularly for individuals experiencing sickle cell pain crises. These convenings used patient experience insights to help develop a research agenda focused on interventions to address disparities in pain management.
