To engage in charitable activities by assisting needy families, elderly, handicapped, incapacitated, and other disadvantaged people by receiving and distributing donated funds and property and by assisting in providing services, training and education designed to help them in order to promote the quality of life of citizens of Menard County, including for such purposes of the making of distributions.
