Strengthening resilience and recovery in our communities with mental health and substance abuse education, prevention, advocacy and supportive services.
Programs

External Advocate Services at Torrance State Hospital - Assist patients with concerns they have regarding their rights, treatment and environment while at Torrance State Hospital. The external advocate also provides advocacy services to the PA SRTP Act-21 Program and the Forensic Unit, also located on the state hospital grounds.
Community Advocate - Assists adult consumers of mental health services reach a better understanding of their rights under the Mental Health Procedures Act, Social Security, and Public Assistance benefits. Provides complaint processing, conflict resolution, and mediation for adults using community mental health services.
CS CSP - Provides a community-based line to CSP principles, education, information sharing, and for collective input on major successes and concerns regarding community mental health services.
Consumer and Family Satisfaction Team - C/FST interviews adult behavioral health consumers and families of children using behavioral health services to assess satisfaction, and provides the county mental health/ mental retardation program, managed care, and providers with feedback regarding consumer and family satisfaction.
Administrative Case Management - Provides emergency funding for individual needs of behavioral health consumers in Westmoreland County and at Torrance State Hospital.
HSS - Supportive Housing - Provides funding for a Special Representative Payee account utilized emergency housing and consumer supports.
Representative Payee - Provides financial management services for mental health consumers who have difficulty with budgeting.
Outreach - Oversees the DCORT function for Westmoreland County BH/DS as well as other identified public education, community engagement, and outreach activities.
Independent Monitoring - IM4Q is part of an emerging quality management framework within the mental retardation system which measures, addresses, and enhances quality of life, services and supports, and organization practices. The IM4Q program does not attempt to measure compliance with governmental regulations, but instead, quality of life outcomes.
SWBHM- Used to account for all revenues and expenses related to the Organizations contract with Southwest Behavioral Health Management. Responsibilities under the contract are to assist individuals with serious mental illness and complex, multi-system needs in living a recovery-focused lifestyle in the community.
Armstrong/Indiana BDHP- Used to account for all revenues and expenses related to the Organizations contract with Armstrong-Indiana Behavioral and Developmental Health Program. Responsibilities under the contract are to provide Ombudsman and Advocacy services in Armstrong and Indiana Counties.
Warmline- Used to account for all revenues and expenses related to the Organizations grant funding to provide warmline services.
