Mission
MACHP is an association of three County-Based Purchasing (CBP) health plans serving about 80,000 Minnesota Health Care Programs (MHCP) enrollees in 32 Minnesota counties. These plans are non-profit, and are owned and operated by the counties they serve. MACHP is organized to advocate for maintaining and strengthening the CBP model in Minnesota.
Programs

Sponsorships of annual stake holder conferences and annual memberships with stake holder organizations: Paid memberships, sponsorships and on-site exhibits promoting and sharing information about the benefits and importance of CBP, and demonstrating our solidarity and support for those organizations' complimentary missions and efforts.
Educational materials about our association, the CBP model, association members and their scope, including an organizational one-page handout, letters specific to various issues impacting CBP, and other miscellaneous correspondences. The materials were highly effective in helping inform and obtain support from key stake holders throughout the year in a variety of settings.
CEO management of the association, including all administrative duties, collaborative efforts with partner, like-minded organizations and stake holders, advocacy and education efforts, communications and public relations, and more.
Developing County Administered Rural Medical Assistance (CARMA): Our association met almost monthly throughout 2024 with representatives from the Association of Minnesota Counties (AMC) and the Minnesota Department of Human Services (DHS) to reach agreement on elements of this new and improved county-based program for delivering Medicaid benefits to enrollees. This effort does not represent additional budgeted expenses for our association. Any related expenses are included under other program services and budgeted expense line items.
